Hongkong, 20th March, 1925.

I regret to have to report to you that the arrangements I informed you in my last letter dated the 16th inst. as having been concluded with the Telegraph Companies according to instructions they had received from their Shanghai Offices, have unfortunately been set aside; but for what reasons I do not know definitely. I had long conversations yesterday with the Superintendents of the Telegraph Companies and gathered that their Shanghai Offices| were under the impression that the Manager of the Hongkong Office was prepared to waive his claim to the inward transmission charges under certain conditions which would not be difficult for the Kwangtung Telegraph Administration to agree to; and that he was prepared to come to some amicable working arrangements with us so that normal accounting could be reverted to immediately. I was then advised to see Mr. Au Tung which I did, but only to find, as I expected, that he was not prepared to concede anything

to us.

The whole matter then remains as bad as it was one and a half months ago. Mr. Au doesn't seem to want to come to any arrangement with us and is just trying to get us into as uncomfortable a position as possible.

We met twice in Mr. Leggatt's Office when Mr. Au was also present. At one of these meetings, with the consent of Mr. Au, Mr. Leggatt read out a telegram which he sent to Shanghai on behalf of Mr. Au and which was to the effect that Mr. Au requested the Telegraph Companies

here to allow him to have $5,000.00 a month from certain
